Vistry secures planning approval for 324 mixed-tenure new homes at Beaumont Manor in Hemel Hempstead

Vistry, a leading UK provider of mixed-tenure homes, has received Reserved Matters planning permission from St Albans City and District Council and Dacorum Borough Council for the second phase of its Beaumont Manor development in Hemel Hempstead. Known as Spencer’s Park East, the second phase of Vistry’s 600- home Spencer’s Park development, will deliver 324 high-quality mixed-tenure new homes, as well as new community facilities, and green infrastructure.

Of the 324 new homes being delivered in total at Spencer’s Park East, 114 of these will be affordable - comprising 86 affordable rent homes and 28 shared ownership homes, helping to address local housing needs, while the remaining 210 homes will be for private sale. Construction is expected to begin in early 2026, with the first private sale homes due for completion in early 2027. Full completion of the development is anticipated by late 2031.

In addition to the mixed tenure of homes being delivered to respond to local demand, Beaumont Manor will also benefit from a variety of community facilities and green spaces. These include 86 sqm of café space, 360 sqm of retail space suitable for a food store, and multiple play areas designed in line with the site’s strategy. As part of the wider development, 16 hectares of SANG (Suitable Alternative Natural Greenspace) land at Gaddesdan Lane will be delivered in 2027, providing publicly accessible walking and cycling routes while creating new ecological habitats.

Beaumont Manor will deliver a total of 600 mixed tenure homes, with Phase west comprising 276 homes, including 97 affordable homes delivered in partnership with Hightown Housing Association, 95 build-to-rent (BTR) homes for Sigma Capital’s Simple Life Homes, and 84 private homes. Phase 1 is scheduled for full completion in mid-2027.

Demonstrating Vistry’s commitment to sustainable placemaking, the majority of the homes across the development will feature rooftop solar panels (PV), full EV charging capability, and timber-frame construction, supporting a lower-carbon, future-ready community. The development will also provide serviced school land to the County as part of the Phase 2 East scheme, helping to support future educational provision and meet the needs of the growing community.
